The Association for Information Protection
(AIP) – whose members include the industry leaders
in records storage and management – supports enactment
of federal legislation on security breach notification so
long as it is reasonable and pre-empts the existing patchwork
of state laws. Business depends on maintaining high standards
for security; moreover, the current patchwork of state laws
is unworkable, given the national scope of sensitive information
that may be subject to security breaches and identity theft.
Assisted by the Washington D.C. public
affairs firm Quinn Gillespie & Associates, members
of AIP for the past two years have met repeatedly with key
congressional players who are devising federal data security
legislation to educate them about the practical consequences
of proposed federal legislation and to attempt to shape that
legislation so that it is genuinely helpful to business and
consumers and minimizes unnecessary burdens and impracticalities.
AIP’s effort to help organize a coordinated
effort by the business community to shape federal data
security legislation has also proven successful. By educating
and working with industry associations, such as the U.S. Chamber
of Commerce, The National Retail Federation, the National
Federation of Independent Business, the National Association
of Realtors, as well as the financial services industry and
other business groups, AIP has strengthened its position and
lobbying effectiveness. At times, these groups have been proponents
of a message not completely identical to our own, but developing
and fostering these third party relationships has ultimately
aided the AIP campaign.
